IMSML Web Article 21/2026: Resolution MEPC.405(83) - Amendments to the 2025 Guidelines for the Development of the Inventory of Hazardous Materials under Resolution MEPC.379(80)

This Resolution was released in Malaysia as part of Appendix I in Malaysian Shipping Notice (MSN) 06/2025 on 9 October 2025. The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships 2009 (known as the Hong Kong Convention 2009) served as the driving force behind MEPC.405(83).

There are 2 Important Amendment provisions which form Part of Annex 13, Page 2. The first is Appendix 1, which consists of Items to be listed in the Inventory of Hardous Materials. Row A-$ has now been replaced with the following:

[1] Anti-Fouling Systems containing organotin compounds as a biocide;

Note, this is measured in 2,500 mg total tin/kg. The threshold value is found in Resolution MEPC.356(73).

[2] Anti-fouling system containing cybutryne.

Note, this is measured in 1000 mg/kg or 200 mg/kg. The threshold value is found in Resolution MEPC.358(78).

The second Amendment provision is found in Appendix 6, titled ‘Form of Material Declaration’. The last row of Table A is now replaced by the following:

‘Anti-fouling systems containing cybutryne’.

Note, this has a threshold value of 200 mg/kg, as stipulated in Resolution MEPC.358(78), for samples taken from wet paint containers.
