IMSML Web Article 23/2026: MSN 09/2025 - Compliance with the Latest Amendments to the STCW Code for Malaysian Seafarers’ Competencies

MSN 09/2025 was released on 8 December 2025. It serves as notice to inform the latest amendments for the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers 1978 (STCW).

There are two important points to note:

[1] Malaysian seafarers holding existing and valid Basic Training (BT) certificates in accordance with Section A-VI/1 of the STCW Code, issued by the Malaysia Marine Department (MMD), are deemed to comply with the latest amended requirements of the STCW Code as prescribed under IMO Resolution MSC.560(108);

[2] Active Malaysian seafarers holding a valid BT certificate may acquire the additional knowledge under the Personal Safety and Social Responsibility (PSSR) module as specified in the MMD Marine Information and Guidance Note.
