IMSML Website Article 49/2024: Resolution MSC.541(107) - Amendments to PART A of the Seafarers’ Training, Certification and Watchkeeping (STCW) Code

This short article is about the 10th subject-matter in Appendix 1 to Malaysian Shipping Notice (MSN) 12/2023. Resolution MSC.541(107) was made by the Maritime Safety Committee at its 107th Session. It deal with an Amendment to Chapter I on ‘Standards Regarding General Provisions’ of the STCW Code.

Section A-I/2 - Certificates and Endorsements

A new Paragraph 4 recognises that there may be usage of formats which may be different from those set forth in this Section. Therefore, pursuant to Regulations I/2, Paragraph 10, parties shall ensure that in all cases:

[1] All information relating to the identity and personal description of the holder, shall be displayed on the same side of the document (see Paragraph 4.1). Personal description includes:

[a] Name;

[b] Date of birth;

[c] Photograph;

[d] Signature;

[e] Date on which the document was issued.

[2] All information on the capacity / capacities of the holder (is entitled to serve). This shall be in compliance with the following shall be prominently displayed and easily identified (see Paragraph 4.2):

[a] IMO’s safe manning requirements;

[b] Limitations.

[3] the following terms are not applicable for certificates and endorsements in electronic form (see Paragraph 4.3):

[a] ‘front’;

[b] ‘back’;

[c] ‘overleaf’.

[4] The following are not necessary for certificates and endorsements of the seafarer in electronic form (see Paragraph 4.4):

[a] Official seal;

[b] Photograph;

[c] Signature.
